Water Plant Treatment

John is the manager at a water treatment plant. He manages and is in charge of water treatment. One day, he finds an employee had forgotten to replace a water filter after servicing. This allows partially treated water into the main supply of a small town. Does he stay quite with hopes that no one will be affected or does he report this to the authorities with possible law suites?
